The Investor Protection Trust (IPT) consists of individuals chosen from the ranks of U.S. state securities regulators. The current IPT trustees include:
- Irving Faught. Mr. Faught is the Administrator of the Oklahoma Securities Commission. Prior to taking that position, he was a partner with Andrews Davis Legg Bixler Milsten & Price, in Oklahoma City, concentrating in securities and corporate law. Mr. Faught is the author of Oklahoma Business Organizations: Formation and Representation (Lexis/Matthew Bender Publishers, 1990 - supplemented annually), a practice manual for lawyers concerning material specific to Oklahoma corporate, partnership, limited liability company and securities law. Mr. Faught received his law degree from the University of Virginia School of Law and a Bachelor of Arts in Letters from the University of Oklahoma. He is an Adjunct Professor of Law, University of Oklahoma College of Law (corporations). Mr. Faught serves on the drafting sub-committees of the Oklahoma Bar Association Business Associations and Corporations Section for the drafting of the Oklahoma General Corporation Act (1986) and amendments thereto and The Limited Liability Company Act (1991). He is a Certified Fraud Examiner.
- Bruce R. Kohl. Mr. Kohl is the Director of the Securities Division for the State of New Mexico. Prior to being appointed as Director in 2003 he was the head of the enforcement section for the Securities Division, and was in private law practice in New Mexico for sixteen years specializing in corporate and securities law. He also previously served as the administrator of the New Mexico Securities Division from 1981 – 1984 and as Assistant Attorney General from 1975 – 1981. Mr. Kohl received his law degree from the University of New Mexico School of Law in 1975, and a Bachelor’s Degree in Economics also from the University of New Mexico in 1972. He has been a visiting lecturer in securities law at the University of New Mexico School of Law, and has lectured on securities and corporate law topics at CLE programs presented by the State Bar of New Mexico.
- Elizabeth Block. Ms. Block is an Assistant Attorney General in the New York Attorney General's Office. She is the Section Chief for Investor Education and Outreach in the Bureau of Investment Protection. She also works on legislation, investigations and enforcement. She has been a member of a number of NASAA committees, including Disclosure Standards and Investor Education Coordination. Ms. Block writes the commentaries on New York's Theatrical Syndication Law in McKinney's Consolidated Laws of New York. Her articles have been published in the Brooklyn Law School Journal of Law and Policy and the Hofstra Law Review. She received a J.D. from Hofstra University School of Law, where she was an editor of the law review.
- Wayne Strumpfer. Mr. Strumpfer currently serves as the Deputy Commissioner of Enforcement and Education for the California Department of Corporations. Wayne is a graduate of California State University, Sacramento. He earned his law degree from the University of the Pacific's McGeorge School of Law.
- Mark Connolly. Mr. Connolly currently serves as Deputy Secretary of State/Director of Securities Regulation for the State of New Hampshire. Mark is a graduate of Dartmouth College and has an MBA from the Kellogg Graduate Business School (Northwestern University). Mark has twenty years experience in the financial institution marketplace.
